SUNLIGHT GIVING A VOICE TO NATURE: OPTICAL REMOTE SENSING OF WATER QUALITY TO SUPPORT EU DIRECTIVES

Sunlight is the energy source connecting our ocean colour observations to ecosystem condition for EU policy making.

Currently, water quality monitoring for the European (EU) Water Framework Directive (WFD) in the Netherlands relies on fixed in situ monitoring (MWTL) stations, which provide limited spatial coverage in large and heterogeneous waters such as Lake IJsselmeer and Markermeer. Earth observation (EO) complements this by delivering frequent, spatially resolved information. Comparisons between ESA Climate Change Initiative (CCI) satellite chlorophyll-a and in situ summer averages show good agreement but reveal strong location-dependent differences, also when translated into Ecological Quality Ratio (EQR). High-resolution Sentinel-2 data enable much finer EQR mapping than coarser CCI products. First results will be presented at Ocean Optics.

EO also enhances understanding of ecosystem functioning. In the transitional waterbody Westerschelde, combined Sentinel-2 and in situ analyses reveal strong spatial variability in light-limited primary production, which demonstrates the importance of spatially resolved observations for WFD-relevant processes.

Emerging hyperspectral satellite sensors offer new opportunities to map dominant phytoplankton taxa, key indicators under both the WFD and the Marine Strategy Framework Directive (MSFD). Shifts in phytoplankton communities signal changes in nutrients, climate stress, and ecosystem health. For the North Sea, 1km-resolution PACE-OCI already shows potential to distinguish phytoplankton functional types, while future 30m CHIME data may support detailed WFD monitoring.

These policy-relevant EO developments are further advanced within the Horizon Europe OASIS project (GA 110293392) integrating EO, AI, modelling, and in situ data to support EU directives and the UN SDGs 6 and 14.
