TOWARD OPERATIONAL READINESS FOR A USGS LANDSAT LEVEL 2 AQUATIC REFLECTANCE PRODUCT
The prior release of the Landsat Level 2 aquatic reflectance product, as an on-demand provisional product in Collections 1 and 2, constituted foundational steps toward generating physics-based measurements of water-leaving reflectance from the Landsat Operational Land Imager (OLI) 30-m multispectral visible-to-shortwave infrared (VSWIR) data record. As part of the next major reprocessing of Landsat archive for Collection 3, currently planned for the end of this decade, the USGS intends to transition Landsat AR into a fully operational, systematically generated Level 2 dataset within the USGS Collection framework. This transition will support routine, global-scale availability of spectral AR across the Landsat archive, enhancing user access to consistent, water-focused products. By integrating established atmospheric correction, cloud masking, and land/water delineation algorithms with the Landsat program’s long-term continuity, global coverage, and radiometric stability, the USGS Level 2 AR product progresses toward a mature, operationally viable capability. The accompanying metadata is being developed with consideration of the Committee on Earth Observation Satellites (CEOS) Analysis Ready Data (ARD) Product Family Specification (PFS) for Aquatic Reflectance, particularly those that align with production standards. Subscribing to these specifications ensures full traceability, transparency, and interoperability with community endorsed quality assurance practices. By delivering standardized AR measurements, the operational product will enhance the ability of end-users to monitor surface water quality conditions, assess ecosystem changes, and evaluate climatological trends across a range of aquatic environments. Ultimately, this effort strengthens the scientific and practical utility of Landsat observations for both inland and coastal water applications.
